maybe you want to check out Basecamp by 37signals (www.37signals.com)? We used to work with it, it was ok - it depends of course on your requirements. They offer a free trial version. We were not 100% happy with e.g. the task list that could not be sorted by maturity (which I thought was a little awkward)
I still prefer e.g. Sharepoint by Microsoft - depending on the number of users Office365 might be an option as well, pricing plans can be found here: http://www.microsoft.com/en-us/office365/compare-plans.aspx#fbid=5Maii9kL4o4
It also includes e.g. Lync, integration with Outlook, etc. - quite powerful.

If the project is simple, you can use a tool like SharePoint or Basecamp. IF you need to implement a resource management system (e.g. get answers to questions like "Who is available that has the skill to do X and what is their cost?", you will need more sophisticated
We have implemented Project Server to do this - although we built in on-premises, I believe that there are vendors out there that can provide a cloud based solution.
Cloud based project management is indicated whenever you have a large number of resources that are geographically disperses and use sub-contractors and other third parties who may not have access to your corporate network.

Best project management tool depends upon one's requirement. For me, proofhub (https://goo.gl/V4Xdxs) serves the purpose as it has features like to-do's, discussion, Gantt chart, calendar, etc which help me manage projects easily and efficiently.
