Could you help us with a little more information on your needs:
Planning: is it just financial planning, or do you need to start with engineering or design specs, bills of material, then leading into financial (estimated costs, RFQs, contracts, etc.
Tracking: do you mean tracking both the project activities (tasks, timelines, resources, milestones, etc.), and project finances (PO, AP, time + expenses, materials consumed, project accounting, billing, revenue recognition, etc.) when the approved asset is built/ assembled/commissioned?
Workflow can help manage progress/status of the work.
Do you also need a capability for various people to collaborate during design or execution phases and for the system to help you track these activities?
