The broad definition of the cloud refers to applications that can be run from any web browser. As such any person, much less a company, can benefit from the cloud. Drop Box for example is a cloud application I use frequently. Company apps that are in the cloud run in a SaaS model such as Salesforce.com and Expensify can help many different size companies.
Joan gives a good answer. I would add that you need to weigh all the benefits (in addition to what the software may or may not provide) and the disadvantages before using any solution.
Cost is only one of many factors, and quite frankly, in my humble opinion, the most misleading indicator of whether one solution is better than another.
One of the advantages of the cloud is pay-per-use. So if the pain is big enough - even for 2 people, it makes sense to sign up for service.
