Can anyone recommend a low-cost Contracts Database? Not for high-volume, just a basic shared database.

I think the latter. Mainly a place for version control and approval tracking, and then a simple database with relevant fields (contract term dates, master/schedule relationships) and links to the signed documents. Multi-user.
The types of features you could find in that category of systems include:
1) Billing management (milestones, recurring, usage or event based, and so on).
2) Go Live or project status management
3) Soft copy of documents
4) Often integrated revenue recognition
5) Ideally functionality or the ability to integrate into your company to support provisioning / deployment management, helpdesk impact, PSA, usage/user tracking systems, or whatever else in your company delivery process impacts contracts and/or revenue.
6) Ideally integrated reporting and analytics
The offerings in the mid market and SMB market are fairly limited. Please drop me a note if you would like to chat about this - my company does focus in this area.
You can use SpringCM as a database with version control. What I have found is that your requirements will quickly scale beyond a simple DB to a contract management system. There are several out on the market, but you ought to be thoroughly versed in your own requirements before engaging with the vendors. CMS means different things to different people.
