The system that we typically implement, Adaptive Planning, has a single workflow system, which requires each budget manager to submit their budgets to their superior who then approves and feeds up the chain. If the user doesn't submit their budget to the superior directly (i.e. they have a conversation over the budget and it is approved verbally), the superior can also submit and approve the budgets below them.
