Have you come across PCARD fraud where the receipt is electronically altered to change a personal receipt to that of a company's expense?

With Adobe Acrobat or other package, you can scan and edit a receipt, re-save it under a new PDF file name and submit it as a company expense receipt.
Why do you suspect this? That may be the telling factor.:)

You might consider comparing the date of the date of the PCard receipt with the creation date of the pdf file by going to "properties". A "created" date after the date of the transaction could indicate the receipt was not the original.

Let me go further.....you just don't have a process (expense reimbursement/reporting) problem, you have a culture and manpower quality problem.
Try working with partners in some obscure countries. You will understand.
