I've used it as a person who was directed to use it. Pretty easy.
I tried some tests several years ago, and it was as easy to send as it was to use (I'm sure it's gotten easier).
I don't use it because I really don't have a clear and necessary use to justify the cost.
I am looking into this very type of program as I type this. A vendor has been hounding me about it.
But, I've had nothing but resistance internally from the get go. Even from my own staff that is obsessed with paper. This whole organization is obsessed with paper! Anything we present electronically is frequently printed by the receiving party. Even emails!
Interestingly enough, our audit firm wants all documentation presented electronically. Where that would be prohibitive, they review on site.
And, when others get uptight about the idea of not having a signed paper their hand, I remind them that they file their income taxes electronically and the IRS accepts electronic signatures.
In our dealings with the State of California, all of our documents provided have to be signed originals. They call this "wet ink". It just amazes me that they require this. Considering how frequently they lose them. I've had to go back to our board, for new signed resolutions numerous times because a state agency lost the first set of originals I sent.
Maybe the next POTUS can set an example for all of government, by ceremoniously signing bills electronically and storing them in that format at the Library of Congress. ;-) One can hope.

-fear of loss of work-leading to re-assignment to other work/new department, or even layoff

Ask your vendor to provide examples of business cases that show how his software pays for itself. Otherwise your agency's expense budget will unfortunately go up if you acquire and use the software without finding savings.
