There is a magazine, "Outsourcing" that is published in Malaysia and would be a good source for recruitment. My book, "Leading and Managing a Global Workforce" was serialized - a chapter a month - in their magazine and I've written other articles for them in the past. The Publisher/Owner is quite knowledgeable and might be able to make some good recommendations for you. Too, there are good ads in the magazine itself, which you can acquire online.
We are in a similar situation and did a review recently of our payroll provider there and looked at several big Payroll provider names. Grant Thornton provided the best service in terms of cost and what you get out of them. We ended up switching to them from the provider we used.
