I suggest they join SHRM, a nation HR organization which has a call in hot line number for questions and concerns, a website with a wide range of information and whitepapers. There are also local HR organizations to network with.
My advice is to hire an ERISA 3(16) Plan Administrator or an Independent Fiduciary to help the HR person and your Board of Directors/Owners mitigate their fiduciary responsibilities.
