I also have been looking for a ERP solution for a small company. Orders and inquiries are managed by spreadsheet, and inventory tracking is essentially non-existent. So we really need something. However, I suspect that these packages are very expensive and time-consuming to manage. Can anyone provide an order-of-magnitude budget estimate for a business with 5 or fewer users? ($100/year? $1000? $10,000?). Also, could an ERP system be managed and maintained in no more than a few hours per week?

The term ERP is somewhat passe. Systems today have so many add-on's that even the lowest end (what ever that may be) can be fully developed into an all encompassing suite of products (think "best of breed").
Here's an example of just one issue:
Platform. Do you use Apple, Windows or Linux? Maybe its a mixed bag. A solution (not the only one, and maybe not the best one for your situation) is to use a web-enabled product.
