Do any SaaS companies use an out-sourced international payroll service and if so, do you recommend it and why?

Yes, we do outsource our international stuff. Most foreign countries are dramatically easier to do payroll (more advanced banking systems, simplified withholding hierarchies, etc), however it is incredibly cheap to outsource.

My caveat is that I would not go with one of the Majors (ADP et al) or the outsourced HR vendors (Trinet et al). These guys are great domestically but I've found them useless elsewhere. I have found it easy to get a referral into someone to do payroll wherever I need it done.

The exception that proves the rule here is Singapore. That one I just in-sourced. It is so simple that it would literally take me more time to tell an outsourced person to run payroll as it does to do it myself. Singapore is, relatively speaking, business-friendly, which drives their exceptionality.*
