KPI management tool

I am working in KPI management and I am looking for a tool that I can use to help me do the following: 1. Create and define new KPIs. 2. Tool should integrate with Databases such as Oracle to read row data needed to calculate KPIs 3. Generate reports and charts automatically per day, week, month, or on demand. 4. Nature of KPIs are business KPIs (such as budget related) and system monitoring KPIs (such as server downtime). 5. Not cloud, but it can be accessed locally in my organization using browser. Only needs Intranet to operate. 6. Users should be able to inter data manually as well. I would appreciate and suggestion or recommendation for a tool that can do that.
