Take a look at Egencia (an Expedia Company). They seem to be picking up quite a bit of the market. The have a guarantee in which they guarantee that 75% of your company will be up and running on Egencia within 75 days.

Yes, I use these folks with a couple companies; they are a division of Expedia. Nice portal that allows you to designate travel arrangers, set rules (e.g. flag first class flights, hotels over $400 a night, etc.) and provide reporting if folks want to analyze spend. Also, I have found that their search consistently provides some of the lowest fares. There is self service and/or human assisted transactions.
