I have identified a manufacturer in Mexico that works under a Maquila Dora program. I am now in need of an agreement that outlines the terms of the engagement. Does anyone have an agreement then can share or direct me towards a resource that can assist in the procurement of said agreement.

I don't have a specific internationally tailored agreement - and certainly these exist; hopefully someone will post one. But another way to approach it would be to take a normal vendor agreement, if your company has a standard, and simply throw in export controls language. If you work with any foreign vendors, you'll see that paragraph in their agreements. Then make sure you put your choice of venue in your home state, and choice of law the same (without regard to conflict of laws).

Julia - thank you for your reply. This is a small compamy with great growth potential but limited resources at the moment. That said we are trying to limit legal costs. Do you happen to have a normal vendor agreement I can use as a template?
