Narrative Budgets are documents that accompany a numerical budget document with a purpose of conveying a story, explaining the budget objectives, the reasons for certain spending, the use of the money proposed in the budget, etc. A narrative budget is more common in Not-for Profit organizations, and almost exclusively used in religious organizations where budget revenues (pledged contributions) and expenses (e.g., for specific missions and community activities) are further communicated through a narrative appealing to the organization's members which inspires giving.
I've also used them with Boards as a support element (tie-in) to the business plan.
Can be described as budget notes, especially report to non-financial managers. It also helps during expenditure in various units of the organization that manage their own budgets as stand-alone modules
