You have 50 states to chose from, so you need to narrow it down. Most states have a Department of Commerce, or something similar that can help you find a location through and RFP process.
I work with the Choctaw Nation of Oklahoma and they also try to locate companies to relocate to South east Oklahoma where utilities, rents and wages are some of the lowest in the US. Oklahoma is also centrally located in the US if that is important.
My advice is to sit down first and decide what is important to you. Space, locations, type and amount of power needed, utility rates, wages, business friendly regulations, etc. Also look at a map and determine where your customers are and what location would best serve them. Quality of life, commute times, etc are also important. But only you can determine those. Then classify each as "need" or "want". This will help you quantify what is most important.
