I think the benchmarks are listed in the scoring of the charity. For instance, under Admin expenses, a non-profit is ranked a 10 if its admin expenses is from 0-10% of expenses are part of the function. Whereas a non-profit will be ranked significantly lower if its Admin expenses 20% or more of the total function.
From what I've read the benchmarks are interpretive based on the financial ratings tables. So you will want to read that page and then interpret it like that.
