Project resourcing- tools that estimate needs

 I am in the process of helping a client streamline the process of resourcing data management projects. There are some generalizations that are used about the amount of time required to review/read information, file and store but I am looking for either a guideline or tool that can be used to help with determining the number of people required to complete a project and/or the amount of time.
