I've worked for several companies(public and small) over the years. The two most prestigious companies I've worked for allowed you to do whatever you needed to do to be successful. Both even encouraged working out during the day. The culture was 'work hard play hard' and 'we'll give you freedom/flexibility but with that benefit comes responsibility'. These companies didn't have any problem firing under performers though, either.
Yes they paid for the CPE, they even sponsored CPE events in some cases. I can remember on one occasion they reserved time/conference rooms so that an entire department could tune into a KPMG educational seminar.
The $$ amount was almost never fixed. It depended on the situation and how relevant the CPE was. Earning a CPA license can cost over $1,000. Traveling to Vegas to attend seminars so that you can learn how to implement organization changes can cost thousands...
