It totally depends on what you mean by "virtual office". If it is a mailbox and a phone through a third party service. No.
If you are planning on being in SG and signing a contract there, you may be on thin ice unless you have a PE location that you're assigning the contract to.

Thank you for answering my question. Our customers want to issue the PO to Singapore local branch/office instead directing to head quarter in the US. We'll not have a physical employee but an outside sale rep pay via commission. What's your suggestion? Do you know approximately how much it cost?
