Who should own reporting headcount? Finance or HR?

Both should have ample access to the information. Who owns the reporting is really a matter of preference. Why not both, or neither?

I would go one further and recommend your functional leaders have some ownership in the process. Neither HR nor Finance can best understand the HC needs of each area, especially when you get into a larger global organization.
